Why Flagstar’s AI agents don’t have access to internet

Flagstar Bank has built deliberate isolation into its AI infrastructure. While most companies race to connect their AI systems to the internet for real-time data access, Flagstar's proprietary StarIQ platform keeps its AI agents locked behind “protected firewalls,” giving no access to the internet, Chris Higgins , chief information and operations officer , told FinAi News . StarIQ was built from scratch for better security and cost management, he said. “We have the ability to go to the internet to gather information consistent with our product capability and services model, but when the information comes into our AI platform StarIQ, it gets anonymized,” Higgins said. [caption id="attachment_57389320" align="alignright" width="273"] Courtesy/FinAi News[/caption] AI agents cannot send output outside of the firewall either, he said, adding that whatever is shipped outside of the bank’s walls goes through a patent-pending tech solution that makes sure that no personally identifiable information is being shipped outside. Higgins explained that the underlying philosophy of data isolation and no internet access is a security feature, not a limitation. Keeping agents within the firewalls of the bank allows Flagstar to limit damage if it ever occurs and kills all scope of sensitive data leaking outside of the bank. The governance structure Higgins has implemented reflects an older banking principle applied to new technology: controlled risk-taking. "We manage AI in a very deliberate manner," he said. "Any company that is commissioning an army of independent AI agents, I would say they're being reckless and irresponsible." StarIQ is the bank’s AI platform which houses itst agents, he said. Within StarIQ sits tools such as Branch IQ, deployed across the bank's 300-plus branches, where frontline employees can obtain real-time data using pre-designed prompts, Higgins said. The $87 billion bank is also rolling out Audit IQ, Cost Center IQ and Risk IQ over the next six months, all funneling through the same isolation layer, he said. Owning the tech StarIQ was added to Flagstar’s tech stack when it redesigned its whole technology foundation, what Higgins calls the S2 platform, which connects all tech elements of the bank on one platform. S2 is short for "Simple and Sophisticated." Higgins emphasized that data isolation cannot exist without a strong infrastructure. In 2024, Flagstar consolidated six legacy data centers spread across three entities the bank had acquired, into two mirrored facilities — in Ashburn, Va., and Chicago. The bank completed the consolidation in 12 months, a timeline Higgins called record-breaking for the industry. "You can't build everything I've described unless you build it on a strong foundation. Otherwise, it just becomes a house of cards," he said. Flagstar also recently migrated to a new cloud-native core banking ledger, Fiserv ’s Finxact, after a 12-month selection process that evaluated 12 vendors, Higgins said. Moving to a cloud-native platform allows the bank to integrate deeper into its tech stack, further modernizing its infrastructure.
